Any member of the public can bring a private prosecution for any offence, in the criminal courts of England and Wales unless the offence is one for which the consent of the Attorney General or the Director of Public Prosecutions is required before a prosecution can take place. 

This is how I brought a private prosecution against Halil Ismail, owner of the Jack the Clipper barbershops.
